North Carolina Statewide Automated Victim Assistance and Notification, or NC SAVAN, is delivered through the North Carolina VINELink service and by telephone at 1-877-627-2826. Official DAC policy says the service is linked to the state OPUS corrections database and that North Carolina county jails also use SAVAN. That makes it relevant to a selected New Hanover County Detention Facility record and to a selected NC DAC state-prison record.
Coverage follows the contributing agency. A county-jail record can report that the person left NHSO custody. A DAC record can report a state-prison event, including projected release after admission audit, release with supervision, or release without supervision. Neither result covers BOP, the U.S. Marshals Service, ICE, or a court case. It also does not turn the current NHSO P2C Inmate Inquiry into a historical release list. P2C shows current inquiry data and no public release-history window.

Search One New Hanover County Inmate
Start with the exact person rather than browsing for everyone released in a date range. Names alone can produce several matches. An offender number or booking identifier is stronger. The contributing agency is just as important: select the New Hanover detention record for county custody or the NC DAC record for state custody. A person arrested in New Hanover may later serve a prison sentence elsewhere, and a person at New Hanover Correctional Center may have been convicted outside the county.

New Hanover County VINE Release Fields
Interface labels can change, so preserve the exact terms visible when the search is made. The key question is not just whether a result says released. It is which agency reported the event and what date or event label accompanies it. A release from the New Hanover County Detention Facility can be a community discharge, but it can also be a transfer to DAC, another county, USMS, or ICE. A state-prison release may begin active post-release supervision.

Released has an agency boundary. A VINE release means the named contributor reported departure from its custody. It does not rule out transfer, another hold, or ongoing supervision.

Registrations are confidential, and the person is not told who registered. State policy says an unacknowledged telephone call is repeated at set intervals for 24 hours. That retry period is a notification feature. It is not the county's missing 24-hour release feed and does not say when NHSO will finish release processing.

New Hanover County SAVAN Notice Layer
NC SAVAN's direct connection to OPUS and participating county jails is the useful local layer beyond a generic notification service. It can bridge a selected NHSO record and a selected DAC record without making them interchangeable. A county release notice should prompt a request for the actual release or transfer time. A state release notice should prompt a check of the DAC Actual Release Date, Current Status, and Probation/Parole/Post Release Status.
The telephone PIN has a narrow purpose: it acknowledges receipt so the system knows the call reached the registrant. Repeat calls for an unacknowledged notice do not create more custody events. Notifications can lag or reflect data corrections. They should not set pickup timing or be cited as a certified release record. Contact the agency that supplied the event when legal or practical action depends on the exact time and disposition.
Note: A projected-release alert may follow a prison admission audit, but a projection can change before the actual prison exit.
Confirm New Hanover County Release
For a county-jail event, use the New Hanover public records portal to request the public portions of the entry/release summary and release history. Identify the person, approximate booking date, and any known booking number. Ask for the actual release or transfer date and time, disposition, and destination or receiving agency when public. A focused request is more useful than asking for every jail record connected with a name.
Read the legal event separately in the NC eCourts Portal. Filter to New Hanover and the criminal case, then review the Case Summary and Register of Actions for a bond or release order, disposition, judgment, custody credit, probation, and later proceedings. A court order can authorize release, but it is normally not the physical release clock. The New Hanover County clerk supplies filed copies, while the sheriff record supplies the operational event.
If the notice concerns a state prisoner, DAC is the source. Its general search covers current and historical state custody or supervision, not a local bond release. Resolve New Hanover County VINE Conflicts
Conflicting records often reflect timing or a change of custodian. A court release order paired with a continuing P2C entry can mean staff are still completing release checks or another hold remains. A P2C disappearance followed by a DAC, ICE, or federal record points toward transfer rather than community release. A VINE “Released” event identifies the reporting contributor's departure. Follow any transfer wording to the receiving agency before describing what happened next.
For a very recent county event, save the VINE status and event time, then ask NHSO for the jail management system's physical release or transfer time. For a state event, compare the alert with DAC Actual Release Date, Incarceration Status, Current Status, and the Probation/Parole/Post Release Status field. A top label such as POST RELEASE/PAROLE with active supervision means prison confinement ended while state supervision continues.
Older searches need a different route. The current jail roster is not built for release history. Go to NHSO records, the New Hanover court file, or DAC history according to the known custody. If the person was merely released from the county jail on bond, a DAC no-result is expected and should not be treated as a system failure. The custody ladder matters more than the number of databases searched.
New Hanover County VINE Check Limits
Federal and immigration custody require different systems. A sentenced federal prisoner generally belongs in the BOP Locator. A federal pretrial detainee may remain under USMS authority and may never have entered BOP custody. ICE has its own Online Detainee Locator System. Because New Hanover County Detention Facility holds some people under federal arrangements, a departure from the local roster can be a transfer deeper into federal or immigration custody.
For an older county event, skip the current P2C grid and request the sheriff's release record. For an older state event, use the DAC history. A court disposition explains legal authority but is not a custody locator.
