New Hanover Booking Photo Records
A booking photograph documents appearance during intake. New Hanover County system records confirm that photographs are captured within the jail workflow, while the public Sheriff’s Office P2C grid shows no photo column. The photo can remain part of the underlying arrest or incarceration record after a person leaves the live roster. Release changes custody status, not the historical fact that an intake image was made.
North Carolina G.S. 15A-502 authorizes booking photography. That law does not, by itself, compel public release of every photograph. Access must be considered under Chapter 132, including G.S. 132-1.4 rules for law-enforcement information, plus any other confidentiality or sealing law. A custodian may produce a segregable photo, redact other material, or identify a legal reason for withholding it. Juvenile, sealed, expunged, medical, security, victim, and protected investigative information require special care.
A mugshot is not a finding of guilt. It may be old, may show a person before a case was dismissed, and may not resemble the person now. Pair the image with the filed case disposition and the precise release record when context matters.
Where New Hanover Mugshots Appear
No single New Hanover County mugshot archive covers every released person. Each channel below answers a narrower question. The county booking photo differs from a state correctional identification photo, a registry photograph, and an image selected for a news release.

A registry photograph documents registry status for a covered person. It does not supply a universal New Hanover County release date and must not be treated as a county booking archive.
New Hanover Roster and App
The NHSO P2C Inmate Inquiry is a current-custody checkpoint. Its grid lists name, primary charge, arrest date, and booking agency. Search controls include first, middle, and last name plus other filters, but reviewed sources did not establish a public release tab, a photo column, or an archive for people who have left. A blank result is only a clue. The person might have bonded out, finished time, transferred to another agency, moved for medical reasons, or disappeared because of a data correction.
NHSO also offers an OCV mobile app with an inmate-search function. Current materials do not substantiate a historic mugshot window or release list. Features can change, so inspect the current store listing and installed interface before relying on a field. If the app simply opens P2C, it remains another doorway into present custody rather than an independent photo archive.
For the same reason, the 24-Hour Releases guide does not invent a sheriff feed. It explains the date-bounded records route when the public roster cannot answer who left custody.
Request New Hanover Booking Photos
A focused request is the sound historical route. County technology records identify an internal “Inmate Release History” and booking-photo capture, even though P2C does not expose those items. Submit the request through the New Hanover Open Public Records Request portal, or call NHSO Detention at 910-798-4200 to identify the correct custodian. Ask for electronic delivery and a cost estimate before an unusual service charge is incurred.
- Identify the person by full name and approximate booking date. Add a booking number or date of birth only when lawfully known.
- Request the public, segregable booking photograph tied to that booking. Ask for the entry/release summary and actual release or transfer date if those facts are also needed.
- State a narrow, neutral purpose such as personal identification, custody verification, or a court or legal process.
- Ask for electronic delivery, the estimated reproduction or special-service cost, and the legal basis for any withheld field.
- Compare the response with the court disposition. Do not treat the image alone as proof of the case outcome.
Chapter 132 calls for access at reasonable times and copies as promptly as possible. G.S. 132-6.2 generally limits an uncertified-copy charge to actual reproduction cost, while permitting a special service charge for unusually extensive work. NHSO has not published a fixed booking-photo price or guaranteed turnaround. Do not promise that a photo is free or available the same day.
North Carolina law also separates a booking photograph from a full investigative file. G.S. 15A-502 authorizes law enforcement to photograph a person during identification procedures, but that statute does not by itself make every image available to every requester. Chapter 132 and any specific confidentiality rule still control access. G.S. 132-1.4 treats criminal investigation and intelligence records differently from ordinary public records, even though specified arrest facts may be public. Ask the custodian to provide any segregable photograph and to identify the legal basis for a denial or redaction instead of assuming that the whole file is open or closed.
Keep the image tied to its exact booking. A person can have more than one New Hanover County arrest, and an older photo can be returned for a different event than the release being checked. The booking number, approximate intake date, case number, and sheriff release record create the needed link. The photograph then serves as an intake identifier, while the separate release record establishes when that custody ended and the court file explains what later happened to the charge.
Request promptly. The statewide sheriff schedule authorizes destruction of many inmate incarceration records three years after release or transfer. That is a records schedule, not a public P2C retention promise or an exact destruction date.
New Hanover State Photo Sources
A person released from New Hanover Correctional Center follows a different record path. Search the NC DAC Offender Public Information system by DAC number when possible. Detailed state records may show a correctional photograph, incarceration status, admission and release information, and active community supervision. That photograph identifies the state record. It is not necessarily the image taken during a New Hanover County jail booking.
NC SAVAN, delivered through VINELink, primarily supplies custody status and notification. Whether an image appears depends on the contributing agency and current interface. Use the VINE Inmate Check for status and alerts, then verify the actual photograph with the originating agency. Selective sheriff or news releases may include a picture in a notable case, but those publications are not comprehensive and can outlive later court changes.
Private mugshot aggregators create the greatest context risk. An old copy can persist after release, dismissal, expunction, or a change in appearance. It may also be attached to the wrong person. An aggregator is never authoritative for current custody, identity, or disposition. Start with official records and preserve the agency and capture date.
The source of the photograph controls what it proves. An NHSO booking image reflects county intake. A DAC correctional image belongs to a state offender record and may have been taken after transfer from the jail or after a conviction elsewhere. An SBI registry photo reflects current public registration information only for a person required to register. A selective official news image may relate to an investigation or arrest announcement, not a release. Do not merge these images into one supposed New Hanover County mugshot history.
When an official source republishes an older photograph, save the page date and read its caption. A later DAC status, court disposition, or sheriff release entry can change the legal and custody context without changing the old image. Identity confirmation requires matching names and stable identifiers, not facial resemblance alone.
New Hanover Mugshot Removal
An expunction is a court process that removes qualifying state arrest, charge, or conviction records within the order’s reach. It is not the same event as release. Eligibility and waiting periods depend on the charge, outcome, sentence, prior record, and current G.S. 15A-145.5 or another applicable statute. A filed order may change official access, but it does not guarantee that every private copy vanishes automatically.
For an official source, provide the filed order to the custodian and ask what correction, restriction, or removal process applies. If court-system information remains after the period described by Judicial Branch guidance, contact the New Hanover Clerk of Superior Court. Private publishers have their own correction and removal processes. No enacted North Carolina anti-pay-to-remove law was found in the current official statutes, so proposed bills from earlier sessions must not be described as law.
A release, dismissal, acquittal, and expunction are four separate events. Release ends an identified custody. Dismissal or acquittal addresses the charge or trial outcome. An expunction reaches qualifying state records only after the proper court process and order. None of those events proves that every privately copied image has been erased. For an official correction request, quote the filed order accurately and contact the office that controls the displayed record rather than asking a different agency to alter data it does not maintain.
Use restriction. This private site is not a consumer reporting agency under the Fair Credit Reporting Act. Mugshot information may not be used for credit, employment, tenant, insurance, or any other FCRA-regulated purpose.
Second Chance Wilmington Photo Context
Second Chance Wilmington is a Legal Aid of North Carolina project for New Hanover residents that advertises help navigating expunction and driver-license restoration through September 30, 2026. It can help a person understand a case-specific path, but it cannot promise eligibility or erase every privately held photo.
This local route matters because the official case record supplies the context a mugshot lacks. A dismissal, acquittal, sentence completion, or expunction is legally distinct from the booking image. Preserve the filed disposition and use the photo only for the narrow lawful reason that led to the search.
