Detention Facility Release Paths

New Hanover County Detention Facility is the county booking jail. A person may leave after posting bond, on a written promise or other court-authorized condition, after time served, following dismissal or acquittal, or under another release order. The person may instead move to the North Carolina Department of Adult Correction, another county jail, the U.S. Marshals Service, Immigration and Customs Enforcement, a medical provider, or another custodian. Those events all remove the person from this jail, but only some are community releases.

The useful record identifies the physical exit date and time, the release disposition, and a destination or receiving agency when the event was a transfer. It should be read beside the commitment or release order and case identifiers. A court order supplies legal authority. The sheriff’s jail-management history records when staff completed the exit. NC SAVAN can add a custody-change notice, but it is not a certified permanent ledger.

Use the full New Hanover County released inmate search when the starting custodian is uncertain. A person arrested locally might later appear in state, federal, immigration, or another county custody.

Confirm Detention Facility Release

The official NHSO P2C Inmate Inquiry is the first checkpoint, not the final answer. Its public grid describes people presently displayed and includes name, primary charge, arrest date, and booking agency. It has no established public release-history view, release date, release disposition, 24-hour list, or 72-hour list. Save the search time and treat disappearance as a lead.

1. Search P2C by name and compare available identifiers.
2. Call NHSO Detention at 910-798-4200 or use the county request portal for the actual exit or transfer record.
3. Ask for release date and time, disposition, and receiving agency, plus the entry/release summary and release order when public.
4. Check New Hanover criminal case events in NC eCourts Portal for the legal order or disposition.
5. If the record says transfer, follow the named receiving agency. Use DAC for state custody, USMS or the federal docket for a federal pretrial matter, and ICE channels for immigration custody.
6. Use NC SAVAN as corroboration when a notification was registered for the matching New Hanover record.

Contradictions need source-specific resolution. A release order with a continuing jail entry can reflect processing or another hold. A P2C disappearance followed by a DAC or ICE record points toward transfer. Preserve the exact label each system uses rather than collapsing every event into “released.”

Timing labels can explain an apparent conflict. A court may enter an order before detention staff complete identity checks, an NCIC check, property sign-off, and physical discharge. The jail-management system may also display a calculated date before the event, while NC SAVAN receives a notice after the contributing agency posts it. Record each value as court-order time, calculated date, physical exit time, or notice time. Only the sheriff’s completed release or transfer entry answers when the person actually left this facility.

When the next custodian is unclear, ask for the destination or receiving agency recorded in the release history. That one field determines the next search. A transfer to DAC calls for statewide offender information, while another county requires that jail’s custodian. A federal court order and USMS are relevant to federal pretrial custody. ICE departure requires the immigration custody route. Repeating the name across unrelated databases without the transfer field can produce a false match.

Detention Facility Records Access

Submit a focused request through the New Hanover Open Public Records Request portal. Identify the person, approximate booking date, and a booking number or date of birth when lawfully known. Request the public portions of the entry/release summary, commitment or release order, actual release or transfer date and time, disposition, destination or receiving agency, and booking photograph if needed for a lawful identification or court purpose.

North Carolina Chapter 132 governs access. G.S. 132-6 calls for inspection at reasonable times and copies as promptly as possible. G.S. 132-6.2 addresses the medium, actual reproduction cost, and possible special service charges for unusually extensive work. No sheriff-specific release-record fee, booking-photo fee, or guaranteed response time is published. Ask for electronic delivery and an estimate.

The statewide sheriff schedule authorizes destruction of many inmate incarceration records three years after release or transfer. Weekly lists may be destroyed when obsolete. This makes a prompt request wise, but it does not mean P2C preserves history for three years or that every record disappears on an exact anniversary.

The record categories in that schedule are more useful than a broad request for “everything.” They include entry and release summaries, arrest sheets, commitment or release orders, work-release records, and pretrial-release agreements. Ask for the identified booking and the smallest set that answers the custody question. Medical information follows a separate confidential schedule, and protected juvenile, victim, security, sealed, expunged, or investigative material may require withholding or redaction.

G.S. 132-1.4 does not automatically open a complete law-enforcement investigative file. At the same time, the presence of a protected field does not necessarily make every part of a release record unavailable. A focused requester can ask NHSO to segregate the public fields, identify each withheld item, and state the legal basis. That approach protects restricted material while preserving the actual release time, disposition, and receiving agency when those portions may lawfully be produced.

Detention Facility Release Contact

The official NHSO Detention Division page says booking and intake are staffed around the clock. That fact does not establish a public records-counter schedule, a fixed daily release time, or permission to wait at a particular exit. No official family waiting area, pickup lane, rideshare rule, Wave Transit stop, or weekend batching policy was found. Call the Detention Division before arranging transportation or an in-person records visit.

New Hanover Detention Facility

The Sheriff’s Office operates this adult county facility. ICE oversight material says the jail opened in 2004. County planning records describe 672 design beds and 616 effective availability because some dorm beds are not used. A 2026 county request for qualifications seeks design work for a possible 500-bed expansion and new booking area. That is a proposal, not an existing addition.

Annual booking figures must be dated and labeled. County procurement material estimates roughly 6,000 to 7,000 bookings, while a sheriff page preserves a 2014 total of 10,641 bookings and an average daily population of 569. Bookings are not releases and are not unique-person counts. They do, however, show why a current grid is structurally different from the detailed internal release history.

County system documents say the jail-management system calculates release dates from charge, sentence, and time information, checks NCIC before release, and records sign-off. A calculated date remains operational and may change with a hold, new order, or corrected information.

Federal Detention Facility Transfers

The county jail also holds some USMS and ICE detainees under federal arrangements. An official ICE inspection described short stays, historically under 72 hours. That phrase describes the detention arrangement. It is not a sheriff 72-hour release feed and should never be used to imply community discharge.

Ask NHSO whether the departure was a release or transfer and who received custody. A federal pretrial person may remain under USMS authority and never appear in the Bureau of Prisons locator. Use the federal court order and the responsible USMS district. BOP Locator becomes the right public system only when BOP custody exists. For immigration custody, ICE’s Online Detainee Locator uses an exact A-number or exact identity route and has limited recent-release coverage; a blank result is inconclusive.

Departure can mean movement to another ICE site, removal, release under immigration conditions, or transfer elsewhere. Follow the receiving agency named in the county record.

Detention Facility Release Property

New Hanover’s internal workflow records unusually concrete property steps. Inmate property is tracked, and remaining account funds are issued on a debit card at release. The current mail policy also says certain disallowed publications can be placed with property for return upon release.

These details do not establish a public property-counter time or guarantee what a specific person will receive. Ask Detention Division about the individual release, unclaimed property, identification needs, and any pickup process. The actual acknowledgment can also help distinguish a completed discharge from a projected date or transfer plan.
